The International Trade Administration Commission of South Africa (Itac) has determined that there was prima facie evidence that certain flat-rolled products of iron, non-alloy or other alloy steel of a width of 600 mm or more, imported from China, Japan and Taiwan, were being imported into the Southern African Customs Union (Sacu) market at dumped prices, which was causing material injury to the Sacu industry.
However, the commission decided not to impose provisional measures. This decision was based, among other reasons, on the need to ensure a reliable supply of the subject products, as some items included in the investigation are not produced by the applicant, steelmaker ArcelorMittal South Africa (AMSA).
The commission initiated an investigation into the alleged dumping of these products on September 20, 2024, after AMSA brought an application for remedial action against the alleged dumping of these products.
The application was supported by stainless steel producer Columbus Stainless Steel.
After reviewing responses and comments from interested parties, the commission made a preliminary determination that dumping of the subject products is taking place and that the Sacu industry is experiencing material injury directly linked to this alleged dumping.
The subject products are used across various industries, including automotive, construction and infrastructure, mining and energy, fabrication and engineering and appliances, Itac says.
They are used in the manufacture of general engineering products, such as containers, mining equipment, wheel rims, small and large bore pipes, agricultural implements, earthmoving equipment, gas cylinders, truck trailers, water tanks and railway rolling stock.
The investigation is ongoing, and the commission is currently awaiting comments from interested parties regarding Itac’s preliminary Report No 743.
